Our People

Mr. Arif Nadeem – Chief Executive Officer
ceo Mr. Arif Nadeem has over 35 years experience in the public sector and is an expert in public policy and administration. Prior to joining PAC he served as Secretary to the Government of Punjab in the departments of Agriculture, Irrigation and Health. He is known to be an authority on the procedural functioning of federal, provincial and local governments and holds extensive knowledge of Pakistani laws, rules and regulations. He has worked closely with various UN Agencies and international aid organisations (the World Bank, ADB, DFID, USAID, CIDA) and managed several large projects (both local and foreign-funded) . He holds a Masters Degree in Political Science from the University of Punjab. He also has to his credit various courses and trainings at the Kennedy School of Government at Harvard University, National School of Public Policy , NIPA and CSA.
Mr. Raashid Anwer – Convenor
ceo Mr. Raashid Anwer is an Advocate (Supreme Court of Pakistan) and the Managing Partner at Khalid Anwer & Co., Legal Consultants and Advocates, one of the leading law firms of the country. Mr. Raashid Anwer brought together the major industrial groups and investors in Pakistan in a bid to form the Pakistan Agricultural Coalition to make Pakistan’s agriculture more business-oriented and private-sector led.
Mr. Kazim Saeed – Strategy Advisor
ceo Mr. Kazim Saeed is Strategy Advisor at PAC. He has nearly 20 years’ policy advice experience in the development sector where he has advised the World Bank, the Asian Development Bank, USAID, as well as private sector entities. He has led the design of PAC’s flagship projects since 2013, advised on policy in China, Thailand, Bangladesh, Mongolia, East Timor and Uganda, in addition to Pakistan. Mr. Kazim Saeed holds two undergraduate degrees from Cornell University, (BS Electrical Engineering, BA History and Philosophy of Science & Technology), a graduate degree from Princeton University, (Master’s in Public Affairs), and cleared the Chartered Financial Analyst (CFA) Level I.
Mr Naushad Zuberi- GM Admin & Company Secretary
ceo Mr Zuberi has over 35 years of experience working in multinationals both within Pakistan and abroad. His last assignment was with Lahmeyer Int GmbH as Manager Administration & Finance . He is currently looking after the day to day management ,finance, public relations and partner & sponsor relationship management for Pakistan Agricultural Coalition.
Chaudhary Mohammad Ashraff- Project Development Specialist
ceo Chaudhary Mohammad Ashraff is the Project Development Specialist at PAC. He has more than 37 years of experience in planning, designing, strategizing, coordinating and implementing on farm water management (OFWM) projects. He retired as Director General of Punjab OFWM program and has played significant role in planning and implementation of over two dozen donor assisted and locally financed projects. He has also worked with various international institutions/ organizations like the World Bank, FAO, ADB, USAID, IFAD, OECF, JICA etc. in the capacity of consultant and client/partner including providing technical assistance for planning and designing of Afghanistan On Farm Water Management Project. He is among the pioneers of introducing drip irrigation in Pakistan and working on its design, installation, and operation & management as well as capacity building for last 10 years. He has also served as Project Director of the World Bank funded Punjab Irrigated‑Agriculture Productivity Improvement Project (PIPIP). Mr Ashraff holds a Bachelors in Science in Agricultural Engineering from University of Agriculture, Faisalabad and a Masters in Soil and Water Engineering from Asian Institute of Technology, Bangkok.
Syed Hamid Raza- Project Development Manager
ceo Syed Hamid Raza is the Project Development Manager at PAC, with a substantial experience of over 19 years in the field of agricultural commodities inspection, testing and collateral management services. He has worked with SGS Pakistan for 14 years in Agricultural Services and was involved in the cereals, pulses and oilseeds inspection. He then worked for AGD Pakistan (ACE Global Depository Group) as Technical Support Services Manager for 5 years and managed the State Bank of Pakistan’s funded Pilot Projects on Warehouse Receipt Financing (first of its kind project in Pakistan). He is currently working on PAC’s project of developing a trading platform for agricultural commodities and Agri Collateral Manager. Mr. Raza completed his Bachelor’s degree in Commerce from Karachi University. He is also a certified ISO 9001:2008 lead auditor. He has received several local and international trainings from India, UAE and Thailand. He also holds the Grade II diploma from The Grain and Feed Trade Association (GAFT), UK.
Imtiaz Hussain Dogar - Coordinator
ceo Mr. Imtiaz is the Coordinator/ Crop Specialist, Punjab and has over 22 years of experience in Rice industry. He has a vast experience in procurement system, storage of commodity, production planning, ISO/HACCP/Organic Farming implementation including all specialised documentation, auditing and regulatory procedures. .He has worked as Centre Incharge at PPDC Okara on behalf of Engro EXIMP where he was leading of all production and administrative processes of more than 30,000 Tons of Paddy, ensuring zero quality losses.He has also been engaged as an consultant by many leading private companies working in the Rice industry. He has also supervised independently an Organic Agriculture Farm at Hafizabad. Mr Imtiaz completed his graduation from Government F.C College Lahore and did his MBA in Marketing and Management from Institute of Leadership and Management, Lahore.
Zulfiqar Ali - Strategy Analyst
ceo Mr. Zulfiqar Ali has 5 years of research, capacity-building, program design and development, experience. Prior to joining Pakistan Agricultural Coalition, he was working as the Capacity-building and Training Associate at the Asian Development Bank Institute in Tokyo where he designed, organized and conducted 16 capacity-building trainings for government officials from participating ADB countries. He has also published policy papers on financial inclusion, global governance, renewable energy development and inclusive growths strategies in developing countries. He is currently working as the Strategy Analyst at PAC.
